The local authorities are hoping to solve the huge traffic problem on the highways number 1 demanding payment to drive into the capital of Israel. The right lane will be dedicated for the public transport. The other lanes are going to be turned into paid highway. To turn the most crowded entrance highway to Jerusalem will also allow the newly built free alternative - the highway number 9 that has the throughput of 1000 vehicles per hour.
